What is this and who made it? this time with pictures

I bought this about 10 years ago and at that time I was told it is a candle snuffer? Is that what it is? Also, the mark says "WW 432"

Welcome to the Forum.
Try posting a clearer image of the mark. Images may be up to 7" (18cm) wide. Few people will click on thumbnails.
