What is this item used for?

Hello, I recently bought this Russian agate pen stand and don't know what the other item is called. It is silver up top and orange agate down the bottom. I have tried looking for anything similar looking on the internet but have not found anything. It has no makers marks on it and is circular all the way around.

If you were writing on velum you would need that to use after any erasure. To erase ink from velum you scrape it with a small knife then re-burnish the erased surface of the velum before writing.They often came in sets of burnisher and knife, occasionally as one tool, knife on one end, burnisher on the other.
