What is this little rooster tube with stone used for?

We have not tested yet at jewelers looks like gold plated silver. It has a small ring on leg maybe to be worn as pendant and there was a lot of snuff residue on inside. Maybe this type of item more common in Europe. May or may not have one small mark on inside hard to tell. Any idea?
