What was this silver piece with glass insert used for? I suppose it might be ink stand?

It’s hallmarked for Sheffield 1913, makers mark is partly rubbed but appears to be Walker & Hall.

The glass insert, presuming original to the liner, is an inkwell.

Is it a snug fit?
