This was sold to me as possibly a "medical device." It had me stumped, at first, until I found it in a WMF catalog. It's small: longest dimension just 3-1/4" (82 mm).
My first guess was an egg topper, that you would rest it on the top of an egg, then go around the egg making a series of punctures, so you could then complete the cut tapping it with a knife, then lift off the top.
Further hint: those two L-shaped "legs" are not part of the function. They appear to just keep it from rocking back and forth as it sits on the table and/or to raise the finger-holes up off the table to make it easier to pick up.
