Wine Server? .999? To soft to be sterling.

Hi I need some help identifying this object. Someone has cut this piece so I think it is ruined for collectors and valuable just for its silver content. It much softer than some sterling I have so I am thinking???

Can you guys help?

Is there anything missing? It looks complete to me, just a little bent.

Nothing is missing, it is an ordinary wine bottle stand for the dinner table.
