Any help indentyfing what these are?

Need help with another piece of silver not sure what they are the silver back bit is intact and doesn't move.
Also any idea on origin or maker mark? i saw 84 was russia but not sure ???

Look like napkin rings. Irrespective of the 84 mark they are not from Russia. My best guess is Iran, but...?
