Mysterious item from Hungary.

Hello everyone. I have this item, and i don't know, what was this used for.
It made from 13lat silver, the maker is Matthias Rombauer in Eperjes, Hungary (now in slowakia, Presov). He worked at the beginning of the 19. century.
The item is about 8cm long.
Any guess can be good. I have some, but i'm curious any other ideas.

Could it possibly be an automatic candle snuffer? The candle is placed in the bottom ring and the centre ring is set at the desired height on the candle. When the candle burns down to that height the ring falls loose and the snuffer drops down onto the candle, extinguishing the flame. A device for those who might fall asleep with a burning candle.
