Don't know what it is, but it's Plate from Sheffield? Help?

Went to the swap meet to look for hidden treasure today and came across this bizarre piece.

It's marked from Sheffield, and "EP" I would assume means it's electroplated, but other than that, I can't make hide nor head of the other markings. The 'C' 'BroS' and 'S' are all a mystery.

Any help would be a help!

Oh, and if anyone knows... what the heck is it??? lol
