made in london by s.m in 1881 has sterling mark and queen victoria mark

I think this might possibly be a candle snuffer tray

It might possibly be a spoon rest, a small dish in which to place a spoon after it has been dipped into honey, syrup, jam or the like, so that the tablecloth stays clean :-)
