Silver Cake or Candy Dish Handle?

I have a piece which has been my Christmas Tree top for 40 years. I am most interested in a maker and its specific use so that I can return it to its proper use. (admin edit - see Posting Requirements )

I have had the piece checked by 2 jewelers who have both confirmed it is silver and not silver plate. For reference, I provide the following information:
The handle is 6 3/4" tall and 2 /14" at its widest point. The large part of the base is 1" wide at the bottom and 5/8" at the top. The little boy, who is playing what appears to be cymbals measure 1 1/8" tall. The inside of the lower part of the handle has glass in it, as if it were part of a lid or a cake plate. There are no marks or signatures of any kind on the piece that I can see. Both jewelers implied that it was quite heavy and very solid silver.
I have additional pictures if required. Any information you can provide would be wonderful. If you could also provide information for other sites or forums where I may get additional information on identifying this piece, it would be most appreciated. I have been trying for the last 25 years or so to identify this. I would really love to be able to find the rest of this and put the pieces back together.
