I've not seen this before, but my mother had a similarly designed implement that she used for scaling fish. That said, this looks more like something for shaving chocolate or hard cheese.

Kind of looks like something that might be used for scoring pastry during preparation or something to do with food decoration maybe. Or as another thought a noodle cutter?
