Hi all! I would really appreciate if someone could please help me out with what this is and when it was made. I'm pretty sure that this is a Webster Company piece. Other than that I'm not sure.

It's a type of bodkin used for threading ribbon through lace, fabric, etc., sometimes called a ribbon-needle/threader/leader/puller/etc. Fairly common sewing item that was made in different widths, yours most likely dates from the late 19th-early 20 century.
