I'm stumped. Is this a vinaigrette?

It appears that it is supposed to fit over a belt? Is it a salt shaker? Please help. Thanks as always!

It's a shaker in the shape of an Asian sandal, Japanese, most likely mid 20th century. Sometimes there will be a matched pair of shakers, sometimes the set will have one shaker and the other sandal will be an open salt with a glass liner.

Heh, fairly easy area for me, my Mom has collected open salts for many years - and I've researched all of them for her (there are so many, it's the only way to keep track too).
