Is this a mustard spoon?

Has anyone any idea as to the origin of this unusual spoon which I think must be for mustard. It is made from an Idian 1915 George V two Annas coin and has a strange Eqyptian looking animal on the top. It measures approx. 7 cm in length.

At that length, it would be an individual salt spoon, have seen many of these coin bowl salt spoons over the years, most of similar construction, from various areas including Europe, India, the Mid-East, the Americas, etc. (San Francisco based Shreve & Co. produced all sorts of coin pieces, including salt spoons, open salts, pepperettes, etc., using coins from all over the world). Most of the coins on these pieces seem to date from the late 1800s into the 1920s. Your piece does look to me like a depiction of the jackal-headed deity Anubis with his staff.
