It is a pump-type teapot, marketed as "self-pouring", the spout goes to the bottom of the tea or coffee pot and the liquid is dispensed by raising the lid with it's attached piston, placing a finger over a vent hole and pushing the lid back down.
U.S. Patent #380,521 issued April 3, 1888 to John James Royle of Manchester, Lancaster, England. Earlier 1886 patents in England, France and Belgium.
