If it's not a match striker then I have no idea what it could be. The bottom stamp reads "Doulton Lambeth London".
The Chester date letter is from the letter cycle 1926-1950 but I am having difficulty working out which one it is. It looks like a composite of "k", 1935, and "l", 1936. You can see the full cycle here
. The maker's mark has been pretty much polished out but, judging from what is still visible and the length of the mark, I think it is one of the marks of Saunders & Shepherd, probably this one (which was in use during the same period):
