Sterling Handle marks are clear enough, but maker mark (Arrow WCo.) is stamped directly into flower detail just past that point. The elements of the pattern design are almost a hodgepodge of things found in Webster knowns (and maybe Frank Smith if made after the aquisitions), but era seems indeterminate here. The working ends are wood components. TIA
