Unknown Wm Rogers & Son AA pattern

I have checked all my resources and I cannot find the pattern of this sugar spoon anywhere. It's similar to a Lyonnaise, so it's most likely from around 1880. I did find two forks in this pattern for sale on eBay -- the seller credits the design to "F. Waterhouse".

Any help is greatly appreciated.
