Unknown AF Towle & Sons Silverplate pattern -- bees, stars, half moons, gears

I cannot identify the pattern of this AF Towle & Sons 10" ladle. The shallow bowl makes me think it's an oyster ladle, but I'm not sure. The pattern is quite busy, with 2 bees at the top of the handle, stars, half moons, and gears(?).
