Harris & Co. was the retailer, a Washington, DC jeweler, founded in 1874 and in business over a century - though advertising themselves as a manufacturing jeweler and silversmith, can't recall seeing any silver that didn't also bear a manufacturer's trademark. Your piece is by Whiting Mfg. in their 1891 'Louis XV' pattern, designed by Charles Osborne, patent #D20466 - looks like a sugar spoon to me, but would expect it the length to be more like 5¾"-6"...
