The pic... Also; is this an early mark? or a later one? When was this pattern introduced?

The pattern is Carnation, introduced in 1908, the mark was used on medium grade flatware. It was designed by William A. Jameson of Niagara Falls, NY and the U.S. Patent #D39012 was issued Jan. 14, 1908.
