Hi,
Might be part of the "Treasure of the Sierra Madre". It has the look of a souvenir spoon and solely because of the pick, shovel & cactus motif I did a search for a Santa Juliana mine in California, Arizona & New Mexico, but came up empty. Did find one in the Sierra Madre of Chihuahua, Mexico and it turns out that the mine owners were New York based, at least in 1897. Just a guess, but suspect they may have commissioned Gorham to make the spoons for them.
