Having a T-form shape more popular before circa 1910 era. Appears to be faux-stamped (acid etched) with name "Virginia." in script, so it may be a commercial user....likely upscale establishment such that Hotel Virginia of Long Beach California may be a prime candidate. It is obviously retro-fitted with a quality stainless steel blade from Shelton Cutlery Company (1922-29) wherein the handle then split like broken seams along top and bottom requiring an added bit of fill/solder to hold fast...possibly indicating user had resorted to a less-than-stellar repair source to keep some final costs down. But the handle itself has no visible makers marks left, if there ever were any, and good silverplated base metal is the unproven assumption here. Any help on the handle maker and pattern is appreciated. It might narrow the search for the user.

1847 Rogers 'Avon' pattern, introduced in 1901, but of course, could have been produced for many years - can't say I see any indication that the name was acid-etched, appears to have been stamped...
