Matched pairs of British silver salts - full marks on both?

Hello members,

In another thread I asked two questions, but I suppose one of them really belongs here in the silver techniques section:

The salt cellars are a matched pair, yet one only has two marks (the crowned leopard's head for London and the date letter), whereas the other one has the full five marks. What is the explanation for this? Was it standard practice to assay paired pieces together and only mark one piece with the full set of hallmarks? I suspect the answer may be trivial, yet I cannot seem to find an explanation anywhere.
