This is a pretty old post now, but I thought I'd chime in anyways. That's the mark for the Arrow Novelty Company, one of many companies in the Fred Harvey era that produced typical tourist silver with Native American designs, like Bell Trading, Silver Arrow, Maisels, etc etc etc.

No problem. The mark is cited in Billie Hougart's 3rd Edition Native American and Southwestern Hallmarks book and there's some interesting info in a couple other books on the company itself. Image I don't own any catalogues like most of the other FH era companies, but this was one of their flyers I found on the internet.
