Confused Stephen Richard NY or Samuel Richards Philly?

I hope this isn't too dumb, since the Stephen Richard is minus the "S" - but the marks are so close! I'm pretty sure it's Samuel Richards of Philly, but just want to verify and get a date range? The only date I've found so far is 1795, but no range. Thanks for any help!
