Not sure, but I think that's a set of marks used by Bailey & Company, Philadelphia, Pennsylvania (1848-1878).
From 1832 to 1848 the firm was called Bailey & Kitchen.
After 1878 they were known as Bailey, Banks & Biddle.

Concur, they are Bailey's coin standard marks.

Forgot to mention, the form would date it to ca.1850-60, good chance it was made by George Sharp who did contract work for Bailey.
