I really hope I'm wrong here, but that might be a British silverplate mark. One used by George Shadford Lee & Henry Wigfull (Lee & Wigfull), Sheffield, England. Their mark wih the anchor was used from 1871 to 1898.

Regards,
Pat.

Sorry to confuse the issue. Yes, Lee & Wigfull registered their Sheffield sterling silver hallmatk H.W in 1898. I was refering to their silverplate marks which are different (see attached scan). Bear in mind companies often used many different silverplate marks over the years. Your mark doesn't match the ones in my books exactly, but close enough to think it might be theirs. This is only my opinion.

That's a good idea taking it to an antique dealer. If they can determine if it's coin silver or silverplate then you will have your answer on the manufacturer.
