Fountain Pen Canadian?

Looking for any information at all about this pen and pencil combination. Canada maybe? Inscribed from BIW on the very end.

After doing some looking of my own into this pen, I am beginning to believe that Zachariah Dederick could be its retailer. He is listed as a watchmaker in New York in the 1850 U S Federal Census. In New York City Directories in the mid nineteenth century he is listed as a Pencil Case Maker. Later census's and directories identify him as an assayer.

Might make sense...I tried to chase Jaques and got a Charles coming up...I believe NY in watches. Orfevres led nowhere, so I could not reconcile what the "O." might be.
