Is this an unusual Albert Coles hallmark on a silverplate item?

This soup ladle has a challenging hallmark, including a 3-figure vertical hallmark with the initials "AC" a diamond in the middle symbol which seems identical to the Albert Coles hallmarks. See photo. The lowest of the 3 parts of the hallmark looks like a profile of an 18th century figure like George Washington facing right. I can't identify the top of the 3 hallmarks.

My assumption is that this is a silverplate item. There are no other notations on it. It doesn't say 'sterling' anywhere

Any help would be appreciated.

Why do you believe it's silverplate? This pattern is usually called 'Leaf' and should be coin silver...

You're absolutely right! That's the pattern and yes, it's coin silver.

Amazing! Problem solved!

The reason I thought this was silver plate is because of the provenance. When we cleaned out a relative's estate, there were a few small sterling items of no importance, a number of straightforward silver plate items and then this item. The deceased relative was of modest means and we have no idea where this came from.
