Looks like Joseph Warner Pennsylvania and Delaware to me.

Fits the written description. Pellet is present, appears to sit slightly above centered here. I'm seeing working period of 1768-1792.

Do you think the bird is a turkey? :: I always thought Ben Franklin wanted the USA national bird to be the turkey, but apparently that is just a myth, but nevertheless the bird on your spoon is interesting in a historical context :::::

Good question! I took it to be something fairly innocuous, but upon reflection it might relate to events surrounding the revolution or the Federalist movement. It's highly reflective so I'll try to re-shoot the bird in better light. The head has a trailing comb that swoops back and upward...like a greaser with a D.A. posing in a '46 Ford Convertible. Goshawk, Ruffled Grouse, Turkey Vulture, Pheasant and the extinct Passenger Pigeon all seem to be dead issues (pun intended). And the tail terminates within the wing folds. We must not forget the feathered pantaloons on those chicken legs..a very Colonial pair of knickers.

I don't think the R Parker spoon is an Eagle back. Someone described that design as a "pea foul".

I'm not so sure about "Eagles" myself. Would be nice if they were proto-Eagles leading toward the psuedo-hallmark designs of Eagle Head boxed and thence full-bird encircled, but that would be tough to prove. Tried some more shots to pick up details:
