Unusual Small Marrow Scoop - Provincial or Colonial?

Hi,

Another mystery piece here - I thought perhaps a West Country maker, but really have no idea, and probably lack the proper books. The orientation of the scoops seems unusual to me, as does the size (just under seven inches in length, and about 34 grams), but I don't see a lot of these. Would appreciate any help! Never mind about this one - as it turns out, the marks are meant to be for Philip Syng of Philadelphia, though I have my doubts!

His marks did incorporate those flourishes or sprays but not seen that particular shaped punch before. Here’s another marrow scoop of his:
