Jennings & Lander New York Marks

Got this much: Oscar Jennings & Tobias D. Lander...New York City...circa 1846-1853.
Q1: Makers (smiths) or retailers?
Q2: What are the other marks saying (lion passant, star cluster, D)?
Q3: Can I lie and claim this belonged to Mr. "Free Silver" himself, William Jennings Bryan, or would that be downright unethical? (Sorry, I missed April Fools Day!)

2. The wholesale marks are tentatively attributed to Nelson Haight of Newburgh NY by McGrew, but I think that unlikely. While a successful jeweler and watchmaker (as were five of his sons), there is nothing that I have seen to indicate the sort of large scale silver manufacturing that would have been needed given the many recorded examples counter-marked by dozens of NY retailers.

Thanks, much. Nice to stumble upon a controversial one! Anything come of that John L. Westervelt attribute mentioned back in Dec. 2011? (Looks like this mark raises it's ugly head on a five year cycle.) Maybe the next one will link the name of another involved retailer, and so on, until the list is complete.
