Help Identifying Hallmarks on Fruitknife

Hello. I've had this silver pocketknife (which I believe is known as a fruitknife) in my collection for a long time and would really appreciate any help in identifying who made it, when and where. I've tried researching it myself and really haven't gotten anywhere. I am guessing the A/C may be Albert Coles, the bust may be Victoria and I haven't a clue what the first symbol may be. Also, the Albert Coles hallmarks I've seen online don't have the horizontal line between the "A" and the "C". Any opinions, information or conjecture will be greatly appreciated. thanks for your time!

Yes, this is the work and mark of Albert Coles. There are a few variations of his mark known, and this is one of them.

It's an eagle and a female head. The mark has no official meaning.
