No city mark, possibly F import mark, age help please

No city mark, possibly F import mark, age help please

I'm having difficulty identifying the age with this mark. ... I see the lion passant, an "F." in a cartouche (does this signify foreign manufacture?), a "B" in an cartouche (is this the date letter or is it the maker, then a duty mark . Help

I suspect that that the marks, although seemingly British , are not.
The George head looks as if he was a transvestite, and the Lion Passant his dog !

What is the actual article ? Looks like a buckle perhaps .

Hi,
Can't be sure, but I suspect the maker is Francis Bohle of Montreal, Canada. It would be nice to see the piece.
