Unknown Marks

I originally thought this might be French, but I'm told it belongs in this forum.

Can you tell me what the symbol in the middle is (I thought it might be a pig or an apple) and anything else you might know?

The mark in the middle is an eagle. I believe the eagle is generally attributed to Philadelphia makers.

Somebody just sent me a private message mentioning "pseudo marks". Google hasn't been too helpful in explaining what that means. Can someone elucidate?

So those sorts of marks are unsanctioned?

When did "official" marking start and was it different here in America?
