I think it's British? I am new to silver and would like some info on these marks on a spoon. I could not find any info. Can anybody help? Thanks

Sperry D Brower is listed as a silverware manufacturer in Albany, New York in 1880. He appeared in the 1885 Minnesota State census in St Paul and is said to have spent his declining years there. He died in St Paul at age eighty-nine on 1 October 1897.
