Coin Silver Spoon Unkown Maker

I have a coin silver spoon with partially obscured makers name/mark. The best I can make out is WE(?) K(?)OSH(?)INS. I'm not even sure of what markings are in front of the COIN stamping. Any help would be great.

At eighty years of age, Watson Hoskins is listed in the 1910 census as a retail merchant with a jewelry store in Owego, New York.

In 1850, a Leverette Hoskins is listed as a clerk in the household of Newell Matson in Owego, New York.
