Please help identify this spoon no luck on the net

i recently acquired this spoon in a bag of other spoon from a box of garage sale items.
sorry if picture isnt very clear. I have searched the web and cant find anything about it.
The bottom is marked jerusalem 980 and toward the bottom of the handle is Jordan and looks like the numbers 61989 and to the left is another jerusalem mark on the handle.
