Who did it? vase or not to vase

Found this today on a trip.I believe it is silver(not sure a freind checked and said it appeared to be)But it has such a pattern and is made or appears to be made in three parts. Maybe you can tell me who made it by the pattern or something adn if it is silver(if the maker is known by the pattern or teqnique)
