It's Polish. The 'V' mark will I think identify the assay office, I do have a listing but unfortunately I cannot put my hand on it at the moment, so hopefully someone else can supply that information.

Yes, Poland domestic gold mark used 1986-2004, regtangle( with cut corner), regional assay office Kraków and the V stands for the local assay office of Wroclaw.
583 or 14 k
