The marks are Polish indicating a 583/1000 (14ct) standard. The very small 'K' identify's the Krakau Assay Office. Datewise, I believe that mark was struck as from 1931 up to 1963. However, the addition of the 'Owl' Lombard mark may throw the dating, of the ring itself, out of the window, as this mark was applied often to secondhand items coming back onto the market to re-validate existing or missing marks .
Hopefully another can add some futher informatation, especially regarding the use of the Lombard mark.
