The anchor would indicate Birmingham, but is the J a sponsors mark and the P a date mark and if so what date or is the J Anchor P of a different origin.

The anchor in this case is part of the trademark (company), the hallmark would be the "10k", if the piece were english it would have an anchor mark in a cartouche and would likely be 9k, not 10k.
