RUSSIAN 56 PENDANT - BROOCH

Russian brooch — pendant (hallmarked only 56 ИЛ — Ivan Lebedkin, Moscow, no makers mark). Made to be worn both as a pendant (vertical bar on the back) and a brooch.
Is it common for Russian jewelry to have no makers mark?
Light green stones with minor impurities, commonly seen in emeralds (perfectly flawless emeralds are very rare). The color is too pale yellowish green for emeralds. Any suggestions from someone who is familiar with Russian semiprecious or precious stones?

IT IS .585 GOLD (56 RUSSIAN) NOT SILVER !

Hi Argentum49,
Russian items, wether silver or gold, jewellery or holloware, always had to have a makers mark. The assayer was sent the item by the maker, and he was not allowed to punch marks on it unless the makers mark was already on the item. If the assayer hallmarked an item that didn't already have a makers mark he would be in a lot of trouble...
