Hallmark "Vintage" ? Design & #'s

Trying to find info on a mfg. Vintage? Is stamped on item. It is a Sterling (marked) & marcasite bracelet with what looks like a scrolled H in top of the H is # 7, bottom is #3. Any info on this manufacturer would be appreciated, thank you
