Please confirm date mark & help needed with maker's mark

2007 is almost over so, my wife and I take this opportunity to thank you all for your generous assistance and would also like to wish you all a peaceful and healthy 2008.

Once again we need help with the date and maker's mark.
It's Birmingham, Sterling but there are so many "Z"s for a year mark so I guess the clue is the design of the cartouche which makes that which date, please?

Appears to be Birmingham 1974, sorry I can't help with the maker.
