Silver or silver plated?Mistery forks and spoons,please help

Hi

My husband was given four spoons and six forks, which looks like silver, but don't seems to carry the silver marks on the back. They all have very clear marking:W&H SKA and then a flag looking mark with W&H in it. The overall weight of the lot is around 580gr.

Would be very grateful if someone can help me with some information! The only information I've menaged to find about them is the name of the maker!
