unknown ladle believed to be storr

Hi
I believe this to be a paul storr but not sure. it has a lip around the edge but no marks and very intrigate design. some wear/dirt marks on the ladle area. sent a picture to replacements and the spent 2 weeks looking for the design. any help appreciated. marks are worn off or never present.

It will be very hard to attribute something to a certain silversmith without any marks. If marks are rubbed out there usually also is a loss of the paterns as well. Here that is not the case.
If I look at the colour and aspect of this ladle I even wouldn't be certain this is solid silver, may be silverplate? Maybe you should have it examined further by an assayer or a jeweler.

The pattern is Queens, produced with variations by numerous makers since the first part of the 19th century. From the construction and appearance, more likely silverplate than silver.

Ok how do I know if it is plate or silver. and could storr be the maker

This looks like silverplate and you can have it tested (ask a local jeweler or an official assay office).
If there are no marks you will never be sure about the maker. There are many silversmiths who made flatware in this queens' patern.
