Archery target hallmark

I have a set of 6 silver cake (or fruit) knives with mother of pearl handles. The hallmark is F H, then an archery target with an arrow in the bull, then S.
Can anyone identify?

That's a silverplate mark used by Francis Howard, Sheffield, England.
